Tel. 298-2515 RE 4-5000 RED CAB Begins Negotiations With Gahal And NRP Jerusalem, (JTA) -- Mrs. Golda Meir, Israel's Premier, has run into tough talk from Gahal (Herut-Liberal alignment) in the first stages of her Cabinet-making, and some members of her dominant Israel Labor Party are expressing reservations about the desirability of including Gahal in the new Government. The United Labor Party, whose Alignment with the leftist, Marxist Mapam came out of the Oct. 28 national election for the seventh Knesset with less than a majority, is in a weakened position and is ex- pected to face long and tough negotiations over the composition of the new Cabinet. It was learned that the rightist Gahal will not agree to a new widely- based coalition built upon the basic policy lines of the outgoing Labor- dominated Government of National Unity. Gahal is expected to demand four ministries; at present it has only two Ministers-Without-Portfolio in the Cabinet. Laborites, on the other hand, say that the presence of Gahal in the Cabinet would in- troduce a brake on Government activity, especially in foreign af- fairs. Gahal stands for annexation of the occupied territories. The National Religious Party (NRP). third strongest in the new parliament, is a likely and im- portant factor in the next Cabinet. The NRP, which picked up an extra Knesset seat with the counting of the soldiers' vote to give it 12 to Gahal's 26, has demanded a ban on television Continued on Page Eight Centralized Service To Aid Elderly Established A new centralized service designed to speed apd augment ways of assisting elderly Jewish people was established this week by the Combined Jewish Philanthropies of Greater Boston. One of the first of its kind in the country, the new service will establish a "Central Address,"which will provide information regarding services available to the aged and make referrals to the appropriate agencies in the community, in- cluding both constituent members of CJP and non-constituent agencies. CJP will also establish an Inter- Agency Council on Central Service for the Aged, which will have responsibility for review and evaluation of the program. The Inter-Agency Council will include members appointed in consultation with the participating I Herman Snyder Louis Milender agencies. CJP will provide the staff for the Council and for the functions of intake, referral, and follow-up. No American election today can be safely diagnosed save in the most rigidly philosophical rotten boroughs. The Spiro Agnews may be issuing clarion calls to the manifest destiny of America for the balance of this century or em- bedding historically the status quo, scarecrow visage of a frightened society striving un- successfully to keep clear of revolution. Yet it is interesting to observe the tactics now being adopted by responsible conservatives to spotlight their philosophical outlook, gather support for their public programs, and appeal to the broad base of the American people. Recently in Washington, four major conservative organizations - the American Conservative Union, Human Events, National Review, and Young Americans for Freedom -- organized the "First Annual Conservative Awards Dinner."
