Department spokesman Paul Hare, replying to questions by the Jewish Telegraphic Agency, con- firmed that such a letter had been circulated by the State Department in response to public inquiries on the subject of Syrian Jews, but said it has since been replaced by another letter. (JTA)-The heads of both the Con- servative and Reform rabbinical groups agreed here that both organizations should oppose changes in Israel's Law of Return that would further weaken the status of Conservative and Reform rabbis, particularly in the areas of conversion. SSSJ Charges Russia Persecutes Jewish Activists As Criminals NEW YORK-The Student Struggle for Soviet Jewry has charged that the Soviet government has begun to un- dertake a campaign to portray Jewish activists as "criminals" such as drug offenders, gun users, and financial manipulators. "The Soviets are obviously embarrassed by Western publicity about some of the activists and are trying to discredit their strong support of the Jackson Amendment", a SSSJ spokeswoman said. "Despite these threats," she concluded, "the activists have declared to us they will not be intimidated nor will their support of the Jackson Amendment be diminished". Speaking at a session of the 74th Annual Convention of the Rabbinical Assembly, Rabbi Judah Nadich, of New York, president of the Con- servative RA, and Rabbi Robert I. Kahn of Houston, Texas, president of the Reform Central Conference of American Rabbis, agreed that the Orthodox rabbinate in Israel was attempting to use the present Israeli internal political crisis to create a religious monopoly, excluding the Conservative and Reform rabbis. The present Israeli Law of Return automatically gives Israeli citizenship to all Jews emigrating to Israel, including those converted to Judaism.
